THE DEAN´S ORDER OF THE FACULTY OF CIVIL ENGINEERING CTU IN PRAGUE

for mitigating risks of coronavirus infection in the period from 6. 7. 2020

 

I. Introductory provisions

  1. This order is issued as a follow-up to restrictive measures of the Czech Government, respective ministries and other bodies to mitigate the risks of coronavirus infection (contagious viral disease), and based on up-to-date information on the development of the current coronavirus situation; the provisions of this order do not apply in cases where stricter conditions, rules and procedures are set by legal regulations or other binding measures of a higher legal force 1.

  2. This order can be additionally specified by the Faculty Dean. The Vice-Dean for Education, the Vice-Dean for Science and Research and the Faculty Treasurer are entitled to issue methodological instructions to implement this order. Any potential specifications and methodological instructions will be sent to students and employees by email and, at the same time, published on the Faculty website.

  3. While this order is in force, the Faculty is in limited operation.

 

II. Measures to mitigate risks of infection

  1. The Faculty employees and students are obliged to become familiar with current information on the CTU and the Faculty policies in connection with the coronavirus disease published on the CTU website (CTU website) or on the Faculty website (Faculty website) and abide by the instructions published there; the employees who do not have access to the web interface must be mediated this information by their immediate superiors. Students will mostly be informed by e-mail, but the CTU Study Information System ("KOS") can also be used.

  2. In organizing study and holding examinations, the following regulations apply:
    1. Rector´s Order No. 9/2020 on the organization of study and implementation of examinations at CTU in connection with restrictive measures for the mitigation of risks of infection by coronavirus disease as amended;
    2. CTU methodological instructions issued by the CTU Vice-Rector for Bachelor and Master Studies and the Vice-Rector for Science, Creative Activities and Ph.D. Studies;
    3. Dean´s Measure No. 11/2020 for the organization of doctoral final graduation examinations and defences of dissertations in a distance and semi-contact format at the Faculty of Civil Engineering CTU in Prague in 2020 as amended.

  3. Entrance to the Faculty is regulated as follows:
    1. Employees are allowed access to the Faculty via all entrances.
    2. Students are only allowed access to the Faculty via the main front desk. If the main entrance is not open or if access via a student ID card is not allowed, students must ring the bell and they will be let into the building. A temporary opening of the main entrance is within the responsibilities of the Technical and Operational Services (STPS). Students are allowed access through the turnstiles by using their student ID card as usual.
    3. Visitors (both domestic and from abroad) are allowed access to the Faculty for individual visits without prior notice. On entering, the visitor must register at the main entrance where they have their name entered in the visitor register and are picked up by the staff member in charge. He/she is also responsible for the visitor and must escort them out of the Faculty building after the visit.
    4. The entry of visitors (both domestic and from abroad) participating in mass gathering events (educational activities and other activities organized by the Economic Activity Office, sessions of working groups, etc.) into the Faculty building is allowed and must comply with Art II. par. (4) of this Order. On entering, each visitor must register at the main entrance where they have their name entered in the visitor register and are picked up by the staff member in charge or a person authorized by him/her. The staff member in charge is responsible for the visitor and must personally, or via an authorized person, escort the visitors out of the Faculty building after the visit.

  4. Meeting at the Faculty is regulated as follows:
    1. Regular work-related meetings on the Faculty campus (e.g. business meetings, but also project checks, etc.) are allowed.
    2. Mass gathering events are allowed. The Faculty staff member in charge of holding such an event shall ensure that the list of the persons who have participated in the event is kept. The list will be filed by the staff member in charge for a period of 60 days from the end of the state of emergency. The event must be reported to the Technical and Operational Services (STPS) in advance for the registration purposes and for potential disinfection of the used facilities.
    3. Unless they can be adjourned, the proceedings of the Faculty bodies will be organized as videoconferences or teleconferences, or will use voting by correspondence.

  5. Business trips are regulated as follows:
    1. Domestic business trips (including participation in conferences, training sessions, final graduations examinations at other universities, etc.) are allowed providing the event is held pursuant to the Government regulations currently in force. After the event, the employee is obliged to be extra careful in contact with other employees and students to minimize the impacts of a potential spread of the infection.
    2. Business trips abroad (including participation in conferences, etc.) are allowed, but their approval will be assessed in greater detail at the Department of International Relations, and they may be rejected based on the risks resulting from the business trip abroad. It is advisable to consult the intention to go on a business trip abroad in advance. After the event, the employee is obliged to be extra careful in contact with other employees and students to minimize the impacts of a potential spread of the infection, and follow the Government regulations currently in force.

  6. Other general measures:
    1. Wearing face masks or similar barriers to excessive spread of infections transmitted via respiratory droplets on the Faculty campus is not necessary under standard conditions. Face masks or other barriers to excessive spread of infections transmitted via respiratory droplets (e.g. a scarf, shield, mask) must only be worn in the case that there are increased risks of a potential transmission of an infection (meetings at a close distance, respiratory disease, etc.) or in the case that it is required by another regulation of a higher legal force (e.g. Government regulation, Rector´s order, etc.).
    2. The largest distances possible between persons are recommended to be kept inside the Faculty building, at least 1.5 metres.
    3. Each student and employee is obliged to wash their hands (special disinfectant soap is available at all toilets, not only risky surfaces at the Faculty are consistently and regularly cleaned).
    4. Hand sanitizer is available at the main entrance.
    5. In the case just a common cold, employees are advised to stay at home and work from home, the employee should consult this option with their superior, who can allow working from home.
    6. In the case that an employee or a student develops symptoms consistent with the coronavirus infection, is put under quarantine or diagnosed with the coronavirus, they must follow the Government regulations currently in force, the CTU regulations currently in force (on the www.cvut.cz website) and, at the same time, inform the Faculty of Civil Engineering coordinator (eva.steffelova@fsv.cvut.cz) of their state of health. In addition, in the case of imposed quarantine or a diagnosed coronavirus disease, both students and employees are not allowed to enter the Faculty building.
    7. In the case of acute health problems consistent with an infectious viral disease (such as shortness of breath, cough, fever, etc.) entering the Faculty building and meeting other Faculty employees and students is not allowed.
    8. Functional Faculty units such as the buffet, reading room, study, FITNESS centre, stationery shop, etc. will be opened on an individual basis as arranged between the owner and the Faculty Management.

 

III. Final provisions

  1. This order comes into force on 6. 7. 2020.

  2. This order replaces the Dean´s Order No. 2/2020 for mitigating risks of coronavirus infection in the period from 1. 6. 2020.
